The City of Inver Grove Heights has hired a new Community Development Director, Heather Rand.
Rand has over 15 years of direct economic development leadership experience in Minnesota working for both the public and private sectors. For the last three years, she served as the City of Duluth’s Director of Business & Economic Development advancing a wide variety of commercial and housing development opportunities. Prior to that, she was employed by the state of Minnesota Department of Employment & Economic Development (DEED) for 12 years as a business developer matching up growing businesses with shovel-ready development sites and a variety of state and local development resources.
In her new role, she will oversee the economic development, planning and building departments for the city. Rand started with the City in early April and in her first month, she has been busy learning about the community, and the values and attributes that the residents, businesses and the City Council find important.
“The City of Inver Grove Heights’ solid mix of businesses and wide variety of housing options, supported with impressive park and recreation amenities, combine with today’s current market realities to truly position the city well for smart economic growth,” Rand says and she is excited to be working in a growing community to responsibly develop and innovatively redevelop so that everyone thrives.
Rand holds a B.A. in Urban Planning and Political Science from Augsburg College in Minneapolis.
